The Academy of Law Enforcement Agencies together with the Representative Office of the Foundation Friedrich Ebert’s online seminar “Effective investigation and documentation of torture and ill-treatment in accordance with the Istanbul Protocol”was held in Kazakhstan.
The training is organized for employees of the Prosecutor’s Office, the National Anti-Corruption Bureau, forensic medical examination, as well as lawyers of the Pavlodar and East Kazakhstan regions.
Opening training event, Vice-rector of the Academy, Maralbek Asimov and the head of the Fund Zauresh Shutova stressed the importance of conducting in the context of increasing the efficiency of the investigation of criminal cases of this category, strengthen the protection of constitutional rights of citizens.
As noted by the speakers, the problem of the use of torture does not lose its urgency. Effective detection and investigation of such facts largely depends on the qualifications and investigative and operational experience of employees.
During the training, the issues of documenting torture, improving important and urgent procedures for identifying cases of ill-treatment of people were discussed.
The participants of the seminar were introduced to international legal standards for the protection of the right to freedom from torture, the specifics of the investigation of torture, documentation of traces, and interpretation of medical data.
To master the necessary skills to identify and document facts, they practiced interviewing victims of torture and solving case problems.
Joint educational events of the Academy and the F. Ebert Foundation dedicated to the problem of combating torture were also held in other regions of the country.
The participants of the seminar were awarded certificates.
