On 27 March 2026, a seminar was held for staff of the Agency for the Protection and Development of Competition, organised by lecturers from the Institute of Postgraduate Education, D.T. Amurtayeva and A.S. Karymsakova, as part of the ‘Law and Order’ programme.
The key focus was on gambling addiction as a factor undermining the professional integrity of civil servants in the context of digitalisation and the availability of online betting.
The psychological mechanisms underlying the development of addiction, its impact on cognitive functions, emotional state and professional performance were examined. Particular attention is paid to legal restrictions, disciplinary measures and tools for self-restraint regarding participation in gambling.
It is emphasised that comprehensive prevention of gambling addiction helps to minimise risks to individuals and the civil service, thereby strengthening financial discipline, adherence to ethical standards and public safety.
