As part of the Year of Improving the Quality of In-Service Training for Law Enforcement Agencies, an international academic seminar was held on 31 March 2026 at the Academy of Law Enforcement Agencies under the General Prosecutor’s Office of the Republic of Kazakhstan on the topic: «Implementation of the Concept for Promoting the Ideology of Law and Order in Society for 2025–2030: Priorities, Innovations, Solutions».
The seminar was attended by representatives of the University of the Prosecutor’s Office of the Russian Federation, the Saratov State Law Academy, the Law Enforcement Academy of the Republic of Uzbekistan, regional divisions of the Prosecutor’s Office of Kazakhstan, the Academy of the Ministry of Internal Affairs and the National Security Committee of the Republic of Kazakhstan, as well as the teaching and research staff and students of the Academy.
The key areas of discussion centred on the implementation of the Concept for 2025–2030:
- increasing the transparency of state bodies;
- analysing the crime situation;
- ensuring the rule of law;
- developing digital solutions;
- preventing offences and creating a safe environment.
The principle of «Law and Order» is defined as the foundation of the rule of law and a key prerequisite for ensuring public safety. Its implementation entails equality before the law, the inevitability of punishment, the development of a culture of lawfulness, the improvement of law enforcement practices, the introduction of digital technologies, and the enhancement of public trust in the law enforcement system.
Ensuring law and order requires the consolidation of efforts by the state and society, as well as the establishment of systematic inter-agency cooperation.
The Rector of the Academy, Nurgalym Abdirov, emphasised the strategic importance of the ‘Law and Order’ principle for building a stable and safe society, strengthening the rule of law, and ensuring sustainable economic development. The need to raise citizens’ legal awareness and foster an atmosphere of zero tolerance towards offences was highlighted.
Following the event, the importance of further consolidating efforts in this area was highlighted, as this will contribute to ensuring public safety, sustainability and legal stability in society.
