Parallel financial investigations and the fight against the legalization of criminal proceeds became the main topic of the international forum, which opened today in Almaty.
Representatives of authorized bodies and prosecutors, scientists and experts from Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan gathered to exchange professional opinions, discuss problems and prospects in this area.
In the light of the ongoing discussions on how to conduct parallel financial investigations – within the framework of a criminal case or outside of a criminal process, the agenda is of particular relevance.
The study of the experience of neighboring states, the opinions of scientists and practitioners are designed to form the most acceptable solutions to controversial issues for our country.
Within three days, it is planned to discuss such issues as the features of the institute of parallel financial investigations, the importance, role and capabilities of financial intelligence units, the search for foreign assets based on open and closed data sources.
Important aspects of investigative and judicial practice and prosecutor’s supervision in cases of this category, interaction of interested bodies to counter capital withdrawal, instruments of international mutual legal assistance and the possibilities of informal networks will also be considered.
The event was organized by the Academy of Law Enforcement Agencies as the CIS base organization for training tax (financial) investigation officers with the support of partners – the UN Office on Drugs and Crime, the INL Department of the US Embassy and the OSCE Program Office in Kazakhstan. Cooperation in this format provides great opportunities for the exchange of practical experience and knowledge between the fiscal authorities of the Commonwealth countries in the fight against economic crime.
The recommendations based on the results of the forum are aimed at improving investigative practice, strengthening interagency cooperation, improving the efficiency of tracking and returning assets obtained by criminal means.
