The Academy of Law Enforcement Agencies conducts an interdepartmental scientific study on the topic “Actual problems of compliance by authorized bodies with the constitutional rights of individuals in the proceedings on administrative offenses”.
The purpose of the study is to study the theoretical and practical aspects, to develop additional measures to protect the rights and freedoms of the individual in the proceedings on administrative offenses.
The relevance of the topic is obvious. Respect for the rights and freedoms of the individual is one of the main criteria for evaluating the activities of the entire law enforcement system.
Speaking at a joint session of the Houses of Parliament in January this year and announcing the third package of political reforms, the Head of State once again focused on this problem, identifying the protection of human rights as an important priority of state policy.
Over the past 5 years, there has been a significant increase in administrative offenses (from 4.1 million in 2015 to 6.0 million in 2019), most of which were committed by individuals.
In 2020, the state authorities terminated 195 thousand cases of administrative offenses, which accounted for 2.6% of the number of registered cases.
All this indicates the need to study and comprehensively analyze the possibilities and limits of legislation on administrative offenses, scientific and methodological provisions, and develop specific recommendations to strengthen guarantees for the protection of human rights.
Taking into account the above, we invite all interested persons and organizations to participate in this work.
